Every department in your company needs internal tools. Engineering cannot build them fast enough. Simple arithmetic guarantees that most requests wait months with a backlog of twenty requests and capacity for four or five per quarter. The backlog is not static either. New requests arrive faster than completed tools ship, so the queue grows over time.
