Yes. Reviewers and Admins can mark a comment Internal; internal comments are shown only to Reviewers and Admins, and are badged so they stand out.
Does IDF Manager keep a history of changes?
Yes. The activity feed records when disclosures are created, updated, moved between stages, commented on, and when files are attached or removed, plus role changes. Reviewers and Admins can see it.
